
The City of Tshwane is reeling from corruption scandals just months after its new administration took office. At the center of the controversy is Deputy Mayor Eugene Modise, who has been accused of having links to a security company that benefited from a lucrative contract with the municipality.
The contract, valued at R300 million per year, was awarded to Triotic Protection Services during the 2016/2017 financial year, before Modise’s election as deputy mayor in October 2024.
The Democratic Alliance (DA) in Gauteng raised the alarm earlier this week, just after Dr. Nasiphi Moya was inaugurated as the executive mayor. The DA had promised to keep a close eye on the newly formed government, a local unity coalition comprising the African National Congress (ANC), Economic Freedom Fighters (EFF), and ActionSA.

Former DA Finance MMC Jacqui Uys revealed that her organization had gathered intel suggesting that Triotic Protection Services is now run by Modise’s family and has a history of tax evasion. Executive Mayor Nasiphi Moya has acknowledged that corruption is a pervasive problem in the municipality, vowing to address the issue swiftly to prevent further reputational damage and harm to residents.
“Corruption is rife, and if you are not acting on financial misconduct, you’re going to have a problem. The other one is our amount of irregular and wasteful expenditure, and AG says we don’t investigate quick enough,” said Dr. Moya.
Modise is currently under investigation following the Auditor General’s findings, which flagged corruption allegations against the deputy mayor.
