At the 2025 Tshwane Investment Summit, the city unveils reforms, a youth programme, and new partnerships worth billions.

The city of Tshwane has set its sights on becoming South Africa’s investment capital, with Dr. Nasiphi Moya and top investors pledging bold steps to ensure the capital city does not fail. Speaking at the Tshwane Investment Summit on Wednesday, city leaders unveiled an ambitious economic revitalisation strategy aimed at attracting a billion in new investments, creating jobs, and unlocking opportunities for residents.

“This summit is not just about promises, it’s about action,’ the mayor declared. “Together with our partners, we are ensuring that Tshwane rises, not just for investors, but for every resident who deserves a city of progress and pride.” Dr. Moya stated that they are working in Pretoria West on the issue of illegality.
Key reforms were announced to reduce bureaucracy and accelerate economic development. The NEPS system, designed to speed up approvals and reduce bureaucracy, was launched alongside targeted financial incentives. These include rental support during development phases and property rate relief for qualifying investors.
The city also reconfigured its Strategic Investments Committee to expedite high-impact projects, intending to increase GDP through new initiatives by December 31, 2025.

A major highlight of the day was the launch of the Ithuba Youth Economic Development Programme, which aims to empower young entrepreneurs and create 30,000 opportunities over the next three years. It was also emphasized that economic transformation must include the youth, with strong support from both the public and private sectors.
Multi-billion-rand partnerships were revealed, including a R50 billion investment from MK Group Developers. These investments are expected to enhance energy security, promote infrastructure development, and foster job creation in the capital city
The summit closed with a call to action for collaboration. “Partnerships are the key to unlocking Tshwane’s potential,” Dr. Moya said. This shows transparency, dedication, and alignment; they tend to deliver for the capital city that thrives for generations to come.
